The short version

Start with the active restriction, not a weather guess
Utah's repeal and reenactment of Rule R920-6 became effective on October 23, 2025. UDOT's current Wasatch Back guidance explains that UDOT, the Utah Highway Patrol or designated local law enforcement may activate traction requirements when road conditions warrant. The agency communicates an active requirement through road signs and traveler-information systems. For 2026–27 planning, the useful habit is to check the current instruction rather than infer it from snowfall at the property.
UDOT also says the updated framework can be activated before a storm begins. That matters to a snow-service schedule: a restriction can affect a crew's route before the property's own accumulation trigger is met. A contract should therefore separate the trigger for work at the site from the transport conditions that determine when a particular crew and vehicle can reach it.
Map the full service route
UDOT names I-80 in Parleys Canyon, US-40 in Summit and Wasatch Counties and Marsac Avenue on the south end of SR-224 among the roads where traction devices may be required during severe winter conditions. Its Wasatch Back road-information page also groups live resources for I-80, US-40, SR-224 and SR-248. Those corridors connect provider yards, staff, fuel, equipment and customer properties across the launch area.
Ask a bidder to identify the normal approach to the property and a realistic alternative, especially for a remote home, private community or site served from another valley. The point is not to demand disclosure of every dispatch detail. It is to uncover a plan that silently assumes a summer route, a seasonal road or one vehicle with no suitable replacement.
Ask which vehicle will actually arrive
UDOT describes Class 1 on Parleys Canyon as applying to vehicles over 12,000 pounds gross vehicle weight and Class 2 as applying to all vehicles. For Class 2, its public guidance says an all-wheel-drive or four-wheel-drive vehicle needs M+S or 3PMSF tires on all wheels at minimum; a two-wheel-drive vehicle under 12,000 pounds needs 3PMSF tires on all wheels or qualifying traction devices on at least two drive wheels. Turn that framework into neutral questions: What is the gross vehicle weight of the assigned truck? Is it two-wheel, all-wheel or four-wheel drive? Which tire marking or traction device supports the planned route? Who checks condition and fit before the season? Snowplowguys does not infer compliance from a provider's service-area page, equipment photograph or general statement about winter readiness.
Test the backup, not only the primary truck
A capable primary vehicle is not a complete continuity plan. Ask whether the backup vehicle meets the same route requirement, whether a subcontractor may be used and who confirms its setup. For an HOA or commercial buyer, also ask whether hand crews, deicing crews and supervisors travel separately. One compliant plow does not answer how every promised task will be staffed during a restriction.
Treat the answer as address-specific operating evidence, not a ranking badge. A small provider may have a clear, appropriate backup arrangement; a large provider's broad fleet statement may still leave the assigned route unanswered. Record the vehicle or capability category needed, the escalation contact and what happens when safe access is not available.
Keep access promises separate from completion promises
A restriction can slow traffic without closing a road, and UDOT says even a properly equipped vehicle can lose control because of tread condition, speed or driver ability. Avoid a contract interpretation that makes unsafe travel the only way to meet an absolute time. Instead, define the normal response target, the official information used to identify a restriction, who can pause travel and how the customer will be notified.
Then define recovery: whether the property returns to the route automatically, who authorizes a special callout and how repeat accumulation or a municipal berm will be handled. This does not excuse vague performance. It gives both parties a measurable process for the period when public-road conditions and private-site needs do not line up neatly.
Run one preseason check and one storm-day check
Before winter, put the assigned vehicle category, normal route, backup, dispatcher and customer contact beside the property map. Ask the provider to flag any assumption it cannot confirm until assignment. If the provider changes equipment, subcontractor or staging point, reopen the access question rather than assuming the original answer still applies.
On a storm day, use UDOT's current road-status feed, signs, cameras and forecasts; do not rely on an undated screenshot or last season's tire guidance. Confirm the active restriction and follow official instructions. The buyer's job is not to direct a driver through winter conditions—it is to choose a provider with a credible access plan and a contract that explains what happens when that plan is interrupted.
